(on the application of Finch) v Surrey CC (CA) on whether a decision to grant planning permission for several oil wells was flawed because it had failed to consider the indirect impact of downstream scope 3 greenhouse gas emissions in its environmental impact assessment. Discusses the tension between planning policy and the transition to net zero.
