Abstract
We are told that it ‘is of fundamental importance that justice should not only be done, but should manifestly and undoubtedly be seen to be done’. This phrase may commonly be applied in relation to judicial processes, as was the case in the famous Sussex Justices case from which it arose. However, it is also important that justice is seen to be done in administrative processes. Justice risks not being seen to be done in an administrative process, if one party to it cannot see what is going on, and is cut out of that process.
