Skills shortages in road maintenance is a rising problem brought by aging networks in the UK. The exploitation of digital approaches for road infrastructure has the potential to make maintenance management more efficient and ease the skills shortage problem. However, such exploitation is only possible if methods exist to transfer data and information collected into knowledge and take advantages of it. This paper investigates the state of the art in utilizing Digital Twins and knowledge graph technologies and discusses their potential usefulness in solving the road maintenance skills shortage problem. Limitations of applying them in this field are also identified and highlighted.
