Abstract
The key objective of this work is to produce a first map of the National Measurement System (NMS). During this process, information will be captured to describe the gaps in the definition of the NMS. Recent literature formed the basis for the planning of 5 interviews with experts and users of the system. A workshop with stakeholders followed and enriched the information and understanding of the system. Stakeholder mapping and system boundaries were discussed and captured. Finally, the Improvement Canvas was used to capture the scope and context of the NMS definition. It should be mentioned here that a map of such a complex system comprises a number of different visualisations of connections and elements of the system, the indication of different influences and roles of various stakeholders, and other characteristics, for example list of definitions and language clarifications.
